Hefei has gone from China's 31st largest city economy in 2012 to its 18th, and it did it by picking three industries and funding them hard. The city is now China's number one producer of new energy vehicles, a national cluster for new display technology and integrated circuits, and the home of the University of Science and Technology of China.

For a foreign employer, that means access to process engineers, display and semiconductor specialists and quantum-adjacent research talent that is difficult to hire even in tier-1 cities, at an Anhui cost base.

This guide breaks down everything you need to hire in Hefei, including the labor law rules that apply, the contribution rates and bases that actually drive your cost, realistic salary expectations, and the routes open to a company with no legal entity in China.

Why Companies Choose to Hire in Hefei

China's Largest NEV Production Base

Hefei produced 1.371 million new energy vehicles in 2025, the most of any Chinese city, across a cluster worth more than RMB 600 billion in revenue and supported by over 1,000 supply-chain companies.

The named employers are substantial: Volkswagen Anhui, NIO, BYD, JAC, Changan and Ankai. For anyone hiring in automotive, battery or powertrain engineering, the supplier density here is the argument.

Three National Strategic Emerging Industry Clusters

Hefei holds national-level cluster status in integrated circuits, new display technology and artificial intelligence, which is an unusual concentration for a city of ten million.

BOE and Corning anchor the display cluster, whose supply chain output grew 17.3% in 2025 on more than RMB 200 billion of cumulative investment. ChangXin Memory, China's leading DRAM manufacturer, is a Hefei company, as is the foundry Nexchip. iFlytek anchors the AI and speech cluster known locally as China Speech Valley.

Research Talent That Does Not Normally Sit in a Tier-2 City

The University of Science and Technology of China is a C9 League institution and one of the strongest research universities in the country, and the Hefei Comprehensive National Science Center works on quantum information, fusion and advanced materials.

That combination gives a foreign employer access to national-champion research talent on a wage base roughly a third to a half below Shanghai or Shenzhen.

Growth Well Above the National Average

Hefei closed 2025 with a GDP of RMB 1,421.0 billion, up 6.1%, one of the faster growth rates among large Chinese cities. Services make up 61.0% of output and strategic emerging industries account for 60.4% of above-scale industrial output value.

One honest caveat: the city's population growth has effectively stalled, adding only 3,000 residents in 2025 against 149,000 the year before, and manufacturing average wages fell 3.6% in 2024. The skilled labour market is tightening even as overall in-migration flattens.

Who You Can Realistically Hire in Hefei

Hefei has 56 higher education institutions, 22 offering degrees and 34 vocational. The anchor is the University of Science and Technology of China, a C9 League member strong in physics, quantum information, AI and materials. Hefei University of Technology is a Project 211 institution with real depth in automotive, mechanical and electrical engineering, and Anhui University covers electronics, IT and materials. Anhui Medical University, Anhui Agricultural University and Anhui Jianzhu University complete the picture.

Where the Local Talent Pool Is Strong

  • Semiconductor and DRAM process engineering. ChangXin Memory and Nexchip have built a local bench in a discipline that is scarce even in Shanghai.
  • Display and optoelectronics. BOE, Corning and Visionox have trained a generation of panel and materials engineers.
  • NEV powertrain, battery and vehicle engineering. Supported by Volkswagen Anhui, NIO and BYD and more than 1,000 suppliers.
  • AI and speech technology. iFlytek and the surrounding cluster, plus around 200 robotics and embodied AI firms.
  • Research and R&D roles. The USTC and national science centre pipeline is the city's real differentiator.

Where You Will Need to Look Further

Hefei retained only 41.34% of its own graduates in 2025, even while recruiting 355,700 university graduates into the city. Supply is strong; retention takes work, and the competition is Shanghai and Hangzhou rather than local employers.

Senior bilingual commercial talent is thinner than on the coast. The technical depth is genuine, the international business layer usually has to be imported or developed.

Employment in Hefei runs on national Chinese labor law, with provincial and municipal rules layered on top for social insurance and the housing fund. These are the obligations that catch foreign employers out most often.

Written Employment Contracts

A written contract is mandatory and must be signed within one month of the start date. Miss that window and the employer owes double wages for every month worked without a contract, up to eleven months.

The contract has to set out the role, pay, working hours, workplace, social insurance and term. Verbal agreements and offer letters do not satisfy the requirement.

Working Hours and Overtime

The standard week is 40 hours across five 8-hour days. Overtime is capped at 3 hours per day and 36 hours per month, and it is paid at 150% of normal wages on weekdays, 200% at weekends where no substitute rest day is given, and 300% on statutory holidays.

Probation Periods

Probation length is tied to contract length under the Chinese probation system. Contracts under one year allow up to one month, one to three years allow up to two months, and fixed terms of three years or more plus open-ended contracts allow up to six months.

Probation pay cannot fall below 80% of the agreed salary, and it can never fall below the local minimum wage.

Leave Entitlements

Paid annual leave starts at 5 days after one year of total work experience, rising to 10 days after 10 years and 15 days after 20 years. Statutory public holidays, sick leave, marriage leave and Anhui's provincial maternity and paternity entitlements apply on top.

Termination and Severance

Employers need a statutory ground to terminate. Severance is one month's average wage for each year of service, with anything over six months counted as a full year and the monthly figure capped at three times the local average wage.

Adding one month of pay in lieu of notice, the common "N+1" formula, is standard practice where notice is not served. At-will termination does not exist in China.

Taxation and Social Security Contributions in Hefei

Individual Income Tax

Employees in Hefei pay national progressive individual income tax from 3% to 45%. The rate applies to monthly taxable income, meaning gross salary minus the RMB 5,000 standard deduction, the employee's own social insurance and housing fund contributions, and any special additional deductions for children's education, elderly care, mortgage interest or rent.

Monthly taxable incomeRateQuick deduction
Up to ¥3,0003%¥0
¥3,001 to ¥12,00010%¥210
¥12,001 to ¥25,00020%¥1,410

¥55,001 to ¥80,00035%¥7,160
Above ¥80,00045%¥15,160

The employer withholds and files monthly. Employees complete an annual reconciliation.

Employer and Employee Contribution Rates

Hefei operates the "5+1" system, and its medical rate is unusually low. Maternity insurance is fully merged into employee basic medical insurance under the municipal medical insurance measures, with no separate premium at all.

ContributionEmployerEmployee
Pension insurance16%8%
Medical insurance (maternity included)6.4% for enterprises2%
Unemployment insurance0.5%0.5%
Work-related injury insurance0.2% to 1.9% across eight industry risk classes, floating 50% to 150% on claims experienceNone
Housing Provident Fund5% to 12%Matches employer

Total employer social insurance comes to roughly 23% to 25% of the contribution base, which is among the lowest of any major Chinese city, plus 5% to 12% for the housing fund. The employee side is about 10.5% plus the fund.

One warning worth acting on. Several commercial HR sources still show the Hefei employer medical rate as 8%. That is the pre-2020 figure. It was cut to 6.4% with effect from 1 January 2020 and the current municipal regulation codifies 6.4%. Confirm at registration, but do not budget 8%.

The Hefei housing fund base ceiling for 2026 is RMB 31,564 per month, giving a maximum monthly contribution of RMB 3,787 on each side, with the floor set at the applicable local minimum wage.

Contribution Bases: an Anhui Figure, Not a Hefei One

Anhui sets one contribution base for the whole province and Hefei applies it unchanged. There is no separate Hefei social insurance base.

For the 2026 calendar year the floor is RMB 4,354 per month and the ceiling is RMB 21,772, up from RMB 4,311 and RMB 21,556 in 2025.

Because Hefei's own wage level is well above the Anhui average, that provincial ceiling bites earlier here than it would in a city whose wages match the provincial mean. Once an employee earns above roughly RMB 21,800 per month your social insurance bill stops rising, which makes senior technical hires in Hefei unusually cheap in absolute terms.

The flip side is that contributions are floored at RMB 4,354 regardless of actual pay, so low-paid roles cost more than their salary suggests.

Our breakdown of the real cost of Chinese employees works through the arithmetic in full.

Minimum Wage and Salary Expectations in Hefei

Anhui's Minimum Wage Tiers, and the Hefei Split

Anhui revised its minimum wage with effect from 1 September 2025. Hefei is split across two non-adjacent tiers, which is unusual and easy to get wrong.

TierMonthly minimumHourly minimum
Tier 1 (Hefei urban districts)¥2,320¥23
Tier 2¥2,170¥22
Tier 3 (Feidong, Feixi, Changfeng, Lujiang, Chaohu)¥2,100¥21
Tier 4¥2,000¥20

The urban districts apply tier 1 at RMB 2,320, but Hefei's four counties and one county-level city sit in tier 3 at RMB 2,100, skipping tier 2 entirely. Several manufacturing sites fall into that lower band. Note also that the Anhui standard is gross of the employee's own social insurance and housing fund deductions.

What Employers Actually Pay

The reliable Hefei anchor is the city's 2024 average annual wage in urban non-private units: RMB 122,162, about RMB 10,180 a month, which is RMB 16,746 above the Anhui average.

By sector, the same release put finance at RMB 211,228 a year, about RMB 17,600 a month, IT and software services at RMB 159,961, about RMB 13,300 a month, manufacturing at RMB 111,420, about RMB 9,300 a month, and construction at RMB 102,173. Anhui province as a whole ran at RMB 109,374 in non-private units and RMB 62,079 in private units in 2025.

These are guides rather than quotes. Our guide to salaries and wages in China puts Hefei in national context, and the minimum wage in China guide covers every province.

Benefits Employees Expect

Expect a 13th month bonus around Chinese New Year, meal and transport allowances, and a housing fund contribution toward the upper end of the band from the large technology employers.

Hefei's talent policy is one of the more generous in China and it includes an employer-side lever most cities do not offer. Graduates under 35 with continuous local social insurance get three years of free government rental housing or an annual rent subsidy of RMB 36,000 for a doctorate, RMB 20,000 for a master's and RMB 15,000 for a bachelor's. Separately, companies in key industries recruiting talent from outside Hefei can claim flexible recruitment subsidies of up to RMB 1,000,000 per company per year.

Hiring Foreign Workers in Hefei

Work Permit, Z Visa and Residence Permit

Foreign nationals working in Hefei need the same three-part authorization as anywhere in China:

  • Work permit notification and permit. The employer applies through the foreign work permit system. Candidates are scored into class A, B or C, with class A reserved for high-level talent and given the smoothest treatment.
  • Z visa. Once the notification letter is issued, the employee applies at a Chinese embassy or consulate in their home country or country of residence.
  • Residence permit. After entry, the employee has 30 days to convert the Z visa into a work-type residence permit locally, following a medical examination.

What Is Different About Hefei

Volkswagen Anhui and the wider foreign investment base mean Hefei handles a reasonable volume of foreign work permit cases, so local practice is more established than in most inland cities of its size.

The China (Anhui) Pilot Free Trade Zone Hefei Area covers 64.95 km², the largest of the FTZ's three areas, with a comprehensive bonded zone inside it and three blocks focused respectively on integrated circuits and NEVs, AI and life sciences, and cross-border e-commerce.

Foreign employees on local contracts are in principle required to join social insurance, subject to any totalization agreement between China and their home country. Our guide on how to hire a foreigner in China covers the documentation in detail.

Recruitment Strategies That Work in Hefei

Work the USTC Pipeline Deliberately

USTC is the reason technical talent exists here at this level, and it is a network as much as a university. Research partnerships and alumni referral reach people that job postings do not.

Solve Retention Before You Solve Recruitment

With a 41% graduate retention rate, the hiring problem in Hefei is keeping people, not finding them. Visible progression, international exposure and help accessing the city's housing subsidies all move the needle more than a salary premium.

Use the Recruitment Subsidy

If you are in a key industry and recruiting from outside Hefei, the municipal flexible recruitment subsidy can offset a meaningful share of search cost. It is administered through the city HR bureau and is worth checking before you budget a search.

Post Where Candidates Are

BOSS Zhipin, Zhaopin, 51job and Liepin cover Hefei well. For semiconductor and display roles, referral inside the BOE and ChangXin ecosystems is faster.

Hiring Solutions for Foreign Companies in Hefei

Setting Up a Local Entity

A WFOE or representative office gives full control and makes sense once headcount and revenue justify it. It also takes months, carries registered capital and ongoing compliance costs, and is slow to unwind. Our guide on when you need a legal entity in China sets out the thresholds.

Engaging Independent Contractors

Contracting is workable for genuinely project-based work, but China applies substance over form. If the relationship looks like employment, it will be treated as employment, with back contributions and penalties attached. Read our guide on how to pay contractors in China before choosing this route.

Using an Employer of Record

An Employer of Record in China employs your staff on your behalf through a compliant local entity, handling contracts, payroll, tax withholding, social insurance, the housing fund and terminations. You keep day-to-day direction of the work.

For a company hiring engineers near the semiconductor, display or NEV clusters, this is the fastest route in and it can be running in days rather than months. It also avoids the two local traps: the stale 8% medical rate that still circulates, and the Hefei minimum wage split between tier 1 and tier 3.

Adding Recruitment Support

Where you have no local network, a recruitment agency with Anhui coverage shortens the search considerably, particularly for technical and bilingual roles.

Frequently Asked Questions

What is the minimum wage in Hefei?

RMB 2,320 per month in the urban districts, effective 1 September 2025. Hefei's four counties and Chaohu city apply Anhui tier 3 at RMB 2,100, skipping tier 2, so the rate depends on where your site is. The Anhui standard is gross of the employee's own social insurance and housing fund deductions.

What is the employer medical insurance rate in Hefei?

6.4% for enterprises, with maternity insurance fully merged in and no separate premium. Several commercial HR sources still show 8%, which is the pre-2020 figure. The rate was cut to 6.4% with effect from 1 January 2020 and the current municipal regulation codifies it.

How much does it cost an employer to hire in Hefei?

Roughly 23% to 25% of the contribution base in social insurance, plus 5% to 12% for the housing fund. That is among the lowest statutory loads of any major Chinese city. Contributions are calculated on an Anhui provincial base with a floor of RMB 4,354 and a ceiling of RMB 21,772 per month for 2026.

Can I hire in Hefei without a legal entity in China?

Yes. An Employer of Record employs your staff through an existing compliant entity in China and handles the contract, payroll, individual income tax and social insurance, while your company directs the work. This is the usual route for a first engineering team in the city.

Why do companies choose Hefei over Shanghai or Shenzhen?

Three reasons come up repeatedly: access to semiconductor, display and NEV engineers in depth that is scarce even in tier-1 cities; the University of Science and Technology of China and the national science centre; and a cost base where employer social insurance runs at 23% to 25% on a provincial ceiling of RMB 21,772 per month.
