How to Hire in Zhengzhou Easily in 2026

Zhengzhou is where a very large share of the world's smartphones are assembled, and it is the reason Henan, an inland province with no coastline, is one of China's biggest exporters. The city made 148 million mobile phones and 1.2 million vehicles in 2025, and its airport moved more than a million tonnes of cargo.
For foreign employers the pitch is straightforward: a 13 million person city with a very deep labour pool, a statutory cost base anchored to a provincial average well below coastal levels, and air and rail logistics that work for time-sensitive goods.
This guide breaks down everything you need to hire in Zhengzhou, including the labor law rules that apply, the contribution rates and bases that actually drive your cost, realistic salary expectations, and the routes open to a company with no legal entity in China.
Why Companies Choose to Hire in Zhengzhou
An Air-Cargo and Inland-Port Hub, Not a Coastal One
Zhengzhou Xinzheng International Airport handled 1.033 million tonnes of cargo in 2025, up 25.2%. The Zhengzhou Airport Economy Comprehensive Experimental Zone alone did RMB 493.54 billion of imports and exports, which is 52.7% of all Henan trade, and its international land port ran 1,130 China-Europe freight trains.
If your goods are high-value and time-sensitive, or you are running cross-border e-commerce fulfilment, that infrastructure is the argument. If your supply chain is sea-freight dependent, factor in the coastal leg.
Manufacturing Depth Across Three Very Different Verticals
Foxconn's Zhengzhou complex is its largest plant anywhere in the world, and the city produced 148 million mobile phones in 2025, up 15.2%. Separately, vehicle output reached 1.205 million units, up 9.6%, driven by BYD, SAIC and the locally headquartered bus maker Yutong.
Zhengzhou is also China's dominant frozen-food production base, home to Sanquan and Synear. Few cities of this size have deep supplier and logistics ecosystems in three unrelated industries.
Fast Growth in the Sectors That Hire Engineers
Above-scale industrial value added grew 9.0% in 2025, with electronics and information up 16.2% and automobile manufacturing up 11.9%. Integrated circuit output rose 71.0%, sensors 54.2% and lithium-ion batteries 42.9%.
On the computing side, xFusion runs its main server and operating system production base in Zhengzhou, with Inspur, Unisplendour and Sugon also present.
A Low Statutory Cost Base for a City of 13 Million
Zhengzhou closed 2025 with a GDP of RMB 1,524.46 billion, up 5.4%, and a resident population of 13.138 million. Services make up 62.2% of output. Employer on-costs, however, are anchored to a provincial contribution base of RMB 6,385 per month, not to a big-city figure.
Who You Can Realistically Hire in Zhengzhou
Zhengzhou has 73 higher education institutions, 30 offering degrees and 43 vocational, with 1.45 million students enrolled and 445,200 admitted in 2025. That is one of the deepest graduate and technical pipelines in inland China. Zhengzhou University is a Project 211 and Double First-Class institution and one of the largest universities in the country by enrolment, alongside North China University of Water Resources and Electric Power, Henan University of Technology, Zhengzhou University of Light Industry and Zhongyuan University of Technology.
Where the Local Talent Pool Is Strong
- Electronics manufacturing and process engineering. Two decades of large-scale assembly have built an unusually deep bench of production, quality and industrial engineers.
- Automotive and NEV manufacturing. BYD, SAIC and Yutong have created a supplier-side talent pool covering powertrain, battery and vehicle assembly.
- Logistics and supply chain. Air cargo, rail freight and cold chain are all locally strong, and the roles are hard to fill in most other inland cities.
- Server, hardware and IT infrastructure. Concentrated around xFusion and the wider computing cluster.
- Volume operational hiring. Few Chinese cities can scale a workforce as fast: Foxconn has repeatedly added tens of thousands of workers within a single month for a product cycle.
Where You Will Need to Look Further
Senior commercial and bilingual talent is the constraint. Zhengzhou is strong on technical and operational depth and thinner on people who have run an international P&L or worked in English day to day. Plan to recruit those from outside the province.
Research and design roles are also less well served than in Wuhan or Xi'an. Zhengzhou's strength is execution at scale rather than upstream R&D.
Legal Requirements for Hiring Employees in Zhengzhou
Employment in Zhengzhou runs on national Chinese labor law, with provincial and municipal rules layered on top for social insurance and the housing fund. These are the obligations that catch foreign employers out most often.
Written Employment Contracts
A written contract is mandatory and must be signed within one month of the start date. Miss that window and the employer owes double wages for every month worked without a contract, up to eleven months.
The contract has to set out the role, pay, working hours, workplace, social insurance and term. Verbal agreements and offer letters do not satisfy the requirement.
Working Hours and Overtime
The standard week is 40 hours across five 8-hour days. Overtime is capped at 3 hours per day and 36 hours per month, and it is paid at 150% of normal wages on weekdays, 200% at weekends where no substitute rest day is given, and 300% on statutory holidays.
Probation Periods
Probation length is tied to contract length under the Chinese probation system. Contracts under one year allow up to one month, one to three years allow up to two months, and fixed terms of three years or more plus open-ended contracts allow up to six months.
Probation pay cannot fall below 80% of the agreed salary, and it can never fall below the local minimum wage.
Leave Entitlements
Paid annual leave starts at 5 days after one year of total work experience, rising to 10 days after 10 years and 15 days after 20 years. Statutory public holidays, sick leave, marriage leave and Henan's provincial maternity and paternity entitlements apply on top.
Termination and Severance
Employers need a statutory ground to terminate. Severance is one month's average wage for each year of service, with anything over six months counted as a full year and the monthly figure capped at three times the local average wage.
Adding one month of pay in lieu of notice, the common "N+1" formula, is standard practice where notice is not served. At-will termination does not exist in China.
Taxation and Social Security Contributions in Zhengzhou
Individual Income Tax
Employees in Zhengzhou pay national progressive individual income tax from 3% to 45%. The rate applies to monthly taxable income, meaning gross salary minus the RMB 5,000 standard deduction, the employee's own social insurance and housing fund contributions, and any special additional deductions for children's education, elderly care, mortgage interest or rent.
| Monthly taxable income | Rate | Quick deduction |
|---|---|---|
| Up to ¥3,000 | 3% | ¥0 |
| ¥3,001 to ¥12,000 | 10% | ¥210 |
| ¥12,001 to ¥25,000 | 20% | ¥1,410 |
| ¥25,001 to ¥35,000 | 25% | ¥2,660 |
| ¥35,001 to ¥55,000 | 30% | ¥4,410 |
| ¥55,001 to ¥80,000 | 35% | ¥7,160 |
| Above ¥80,000 | 45% | ¥15,160 |
The employer withholds and files monthly. Employees complete an annual reconciliation.
Employer and Employee Contribution Rates
Zhengzhou operates the "5+1" system. Maternity insurance has been merged into medical insurance for benefit purposes since 1 January 2024, with maternity costs and allowances paid from the basic medical insurance fund, but it is still shown and collected as a separate employer line.
| Contribution | Employer | Employee |
|---|---|---|
| Pension insurance | 16% | 8% |
| Medical insurance | 7% | 2% |
| Maternity insurance | 1% | None |
| Unemployment insurance | 0.7% | 0.3% |
| Work-related injury insurance | 0.2% to 1.9% across eight industry risk bands | None |
| Housing Provident Fund | 5% to 12% | Matches employer |
Employer medical and maternity together come to 8%, and total employer social insurance runs at roughly 25% to 27% of the contribution base before the housing fund. The employee side is 10.3% plus the fund.
For the housing fund year running 1 July 2026 to 30 June 2027 the Zhengzhou base ceiling is RMB 28,849 per month and the floor is RMB 2,350, which is the local minimum wage.
Contribution Bases: Set by Henan, Not by Zhengzhou
Henan sets one unified contribution base for the whole province, Zhengzhou included. There is no separate city base, which is a common error in English-language guides.
The reference wage is the Henan province all-caliber average wage of urban employed persons, RMB 6,385 per month. That gives a floor of RMB 3,831 at 60% and a ceiling of RMB 19,155 at 300%.
Henan's base year runs from 1 July to 30 June rather than on the calendar year, and the replacement notice had not been published at the time of writing, so confirm the current figures before finalising a payroll model.
The effect on cost is significant. The ceiling of RMB 19,155 is among the lowest of any major Chinese city, because it is derived from a provincial average that includes all of rural Henan rather than from Zhengzhou's own wage level of roughly RMB 9,289 per month in non-private units. Senior hires in Zhengzhou carry a much lower statutory load than the same hire on the coast.
Our breakdown of the real cost of Chinese employees works through the arithmetic in full.
Minimum Wage and Salary Expectations in Zhengzhou
Henan's Minimum Wage Tiers
Henan revised its minimum wage with effect from 1 December 2025. All Zhengzhou districts, counties and development zones apply the top tier, so unlike many Chinese cities there is no internal split to manage.
| Tier | Monthly minimum | Hourly minimum |
|---|---|---|
| Tier 1 (all of Zhengzhou) | ¥2,350 | ¥23.0 |
| Tier 2 | ¥2,150 | ¥21.1 |
| Tier 3 | ¥2,000 | ¥19.6 |
Note that a number of English-language sources and even some older municipal pages still quote the previous tier 1 figure of RMB 2,000. That standard was superseded.
What Employers Actually Pay
The reliable Zhengzhou anchors are the city's own 2025 average wages: RMB 111,465 a year in urban non-private units, about RMB 9,289 a month, and RMB 60,104 a year in private units, about RMB 5,009 a month.
Both grew a little over 4% year on year. Professional and engineering roles in the electronics, automotive and computing clusters sit above the non-private average; volume production and logistics roles sit closer to the private-unit figure.
These are guides rather than quotes. Our guide to salaries and wages in China puts Zhengzhou in national context, and the minimum wage in China guide covers every province.
Benefits Employees Expect
Expect a 13th month bonus around Chinese New Year, meal and transport allowances, and in manufacturing, dormitory or housing support for workers recruited from outside the city.
Zhengzhou also pays a graduate living subsidy of RMB 1,500 a month for a doctorate, RMB 1,000 for a master's and RMB 500 for a bachelor's or vocational degree, for up to 36 months within a five-year window. It is conditional on the employer paying pension contributions locally, so it only works if you are enrolled properly.
Hiring Foreign Workers in Zhengzhou
Work Permit, Z Visa and Residence Permit
Foreign nationals working in Zhengzhou need the same three-part authorization as anywhere in China:
- Work permit notification and permit. The employer applies through the foreign work permit system. Candidates are scored into class A, B or C, with class A reserved for high-level talent and given the smoothest treatment.
- Z visa. Once the notification letter is issued, the employee applies at a Chinese embassy or consulate in their home country or country of residence.
- Residence permit. After entry, the employee has 30 days to convert the Z visa into a work-type residence permit locally, following a medical examination.
What Is Different About Zhengzhou
Zhengzhou processes fewer foreign work permit applications than the coastal tier-1 cities, so local practice is less standardised and timelines can be longer. Build extra lead time into start dates.
The China (Henan) Pilot Free Trade Zone Zhengzhou area, launched in April 2017, offers some facilitation for qualifying companies, but the underlying work permit, Z visa and residence permit sequence is the national one.
Foreign employees on local contracts are in principle required to join social insurance, subject to any totalization agreement between China and their home country. Our guide on how to hire a foreigner in China covers the documentation in detail.
Recruitment Strategies That Work in Zhengzhou
Recruit on Campus, at Volume
With 1.45 million tertiary students in the city, campus recruitment is the cheapest and most reliable channel in Zhengzhou by a wide margin. Autumn and spring seasons both matter, and employers with structured graduate programmes get first pick.
Use the Vocational Pipeline for Technical Roles
Forty-three of Zhengzhou's 73 institutions are vocational. For production, maintenance and quality roles, partnerships with those schools beat the national job boards consistently.
Lead With Cost of Living, Not Salary
Zhengzhou competes for returning Henan natives working in Shenzhen, Shanghai and Beijing. The argument that works is a comparable standard of living on a lower salary, close to family, not a higher headline number.
Post Where Candidates Are
BOSS Zhipin, Zhaopin, 51job and Liepin cover Zhengzhou well. For manufacturing and logistics volume hiring, local labour agencies and WeChat groups do more work than the boards.
Hiring Solutions for Foreign Companies in Zhengzhou
Setting Up a Local Entity
A WFOE or representative office gives full control and makes sense once headcount and revenue justify it. It also takes months, carries registered capital and ongoing compliance costs, and is slow to unwind. Our guide on when you need a legal entity in China sets out the thresholds.
Engaging Independent Contractors
Contracting is workable for genuinely project-based work, but China applies substance over form. If the relationship looks like employment, it will be treated as employment, with back contributions and penalties attached. Read our guide on how to pay contractors in China before choosing this route.
Using an Employer of Record
An Employer of Record in China employs your staff on your behalf through a compliant local entity, handling contracts, payroll, tax withholding, social insurance, the housing fund and terminations. You keep day-to-day direction of the work.
For a company building a sourcing, quality or logistics presence in Zhengzhou, or testing an engineering team near the electronics cluster, this is the fastest route in and it can be running in days rather than months.
Adding Recruitment Support
Where you have no local network, a recruitment agency with Henan coverage shortens the search considerably, particularly for technical and bilingual roles.

Frequently Asked Questions
What is the minimum wage in Zhengzhou?
RMB 2,350 per month, with an hourly rate of RMB 23.0 for part-time workers, effective 1 December 2025. All Zhengzhou districts, counties and development zones apply this top Henan tier, so there is no internal split. Older sources quoting RMB 2,000 are out of date.
How much does it cost an employer to hire in Zhengzhou?
Budget roughly 30% to 39% on top of gross salary for employer social insurance and the Housing Provident Fund. Contributions are calculated on a provincial base with a floor of RMB 3,831 and a ceiling of RMB 19,155 per month, which is one of the lowest ceilings of any major Chinese city.
Does Zhengzhou have its own social insurance base?
No. Henan sets one unified base for the whole province and Zhengzhou applies it unchanged. The reference wage is RMB 6,385 per month, giving a floor of RMB 3,831 and a ceiling of RMB 19,155. Henan runs the base year from 1 July to 30 June rather than on the calendar year.
Can I hire in Zhengzhou without a legal entity in China?
Yes. An Employer of Record employs your staff through an existing compliant entity in China and handles the contract, payroll, individual income tax and social insurance, while you direct the work. This avoids the months and registered capital needed to set up a WFOE.
Is Zhengzhou suitable for a sourcing or quality control team?
It is one of the better choices in inland China. The city has a very deep bench of production, quality and industrial engineers built around large-scale electronics and automotive manufacturing, and the air-cargo and China-Europe rail links make it practical for time-sensitive goods.
